Former Idaho Military Division program developer accused of possessing child porn

BOISE, Idaho (CBS2) — A former Idaho Military Division program developer was charged Tuesday with eight counts of possessing sexually exploitative material of children.
Kenneth Coulter, 72, was arrested after a Boise Police Department investigation into the possession of child exploitative material, according to a BPD spokesperson.
Following the investigation, detectives routed the report to the Ada County Prosecutor and a warrant was issued for Coulter’s arrest on eight counts of possession of child sexually exploitative material. The material did not involve any local victims.
Coulter was arrested by the members of the United States Marshals Greater Idaho Fugitive Task Force.
Lieutenant Colonel Christopher Borders, Public Affairs Officer for the Idaho Military Division released this statement to CBS2:
“Public safety is a top priority of the Idaho Military Division. We take this matter extremely seriously. As of Feb. 4, 2020, the IMD has terminated all employment agreements with Mr. Coulter. We will support and fully cooperate with local law enforcement and federal officials on this matter. Mr. Coulter served as a program developer for the IMD for roughly four months.”
Coulter worked for about two years with the IMD. According to Lt. Col. Borders, Coulter ran three programs: The Idaho Youth Challenge Foundation, the Idaho Gaurd and Reserve Family Support Fund and the Morale Welfare and Recreation Program.
Coulter was an IMD business manager for a year and a half before becoming a program developer.
