The new rules would allow authorities to measure the alcohol content of drivers unable to take a breath test. A federal judge in Washington ordered Rep. Scott Perry to turn over more than 1,600 phone messages to the Justice Department following over a year of litigation over the constitutional protections for members of Congress. Matthew Mire is a Louisiana man who killed a state trooper and a woman during the crime scene in the Baton Rouge area. A scooter-riding gunman shot four victims in the Brooklyn and Queens boroughs of New York City on Saturday morning, police say. The rampage began in Cypress Hills at around 11:10 a.m., when the 25-year-old male suspect shot a 21-year-old man in the shoulder.
